Committee for Citizens Involvement 

"The purpose of the Brookings citizens involvement program is to assure that citizens of the community have an opportunity to be meaningfully involved all phases of the land use process and provide an open forum for the presentation and discussion of differing opinions and points of view." (Resolution No. 399)

 

 

Planning Commission

 

The Planning Commission meets in regular session at 7:00 p.m. in Council Chambers at Brookings City Hall on the first and, frequently, third Tuesdays of each month

The seven Planning Commissioners are appointed by the Mayor and City Council to serve four year terms.  Serving the City of Brookings as unpaid volunteers, Planning Commissioners review requests for zone changes, conditional use permits, annexations, planned developments, divisions of property, variances, street/alley vacations, and the land development code.

All public meetings are held in accessible locations.  Auxiliary aids will be provided upon request with advance notification.  Please call 469-1135 to make the appropriate arrangements. 

Anyone wishing to address an agenda item may do so at the hearing.  Written evidence may also be submitted to the Planning Director. Documents and applicable criteria may be viewed at no cost, or obtained at a reasonable cost, from the Planning Department.
 

Public Hearings are conducted according to the following outline:

  • The Chair will announce the item and nature of the hearing and address certain procedural requirements.

  • The Planning Director will present the staff report and identify the decision criteria.

  • The applicant or representative will present the case.

  • Testimony from proponents, if any.

  • Testimony from opponents, if any.

  • Testimony from interested parties, including public agencies, if any.

  • Rebuttal from the applicant.

  • The Planning Staff will be allowed to make further comment or summation.

  • Any participant may request time to present additional written evidence.

  • The record is closed.

  • Applicant may waive written argument and have Commission make decision, or request additional time to submit written argument.

  • Commission discussion and action.

Any applicant or any other interested person may,  within 15 days of the decision date, appeal the decision of the Planning Commission to the City Council.

If you wish to speak for, against or comment in any way:

  • Please stand and approach the microphone, giving your name and mailing address.  

  • Make your statement.

  • All statements should be made to the Commission. The Commission may ask questions.

  • Unless the Chair selects an alternate time limit, all statements shall be limited to 5 minutes. This does not apply to the applicant.

  • All testimony and evidence must be directed toward the criteria outlined in the Staff report or other criteria in the comprehensive plan or land use regulation which the person believes applies to the decision.

  • If you have any exhibits you wish considered they will be marked as part of the record and will be kept by the Planning Staff until appeal opportunities expire and then you may ask for their return.  

The burden of proof is upon the proponent. The more drastic the change or the greater the impact of the proposal in an area, the greater is the burden upon the proponent.
